Caregiver BOWP: Does Your Home Care Pilot Make You Eligible?

A simple guide for caregivers whose permanent residence applications are in process

Caregivers often ask an important question:

“My permanent residence application is already submitted. Can I apply for a Bridging Open Work Permit (BOWP) if my current work permit is expiring?”

The answer depends significantly on which caregiver immigration program you applied under.

This is especially important because Canada has had two different generations of caregiver programs, and the rules regarding BOWPs are not the same.

1. The 2019–2024 Home Support Worker Pilot

The former Home Support Worker Pilot (HSWP) and Home Child Care Provider Pilot (HCCP) operated from 2019 until June 17, 2024.

Although these pilots are now closed to new applications, IRCC continues to process applications that were submitted before the deadline. (Canada)

Can applicants under these older pilots qualify for a BOWP?

Yes — in certain circumstances.

IRCC’s current BOWP instructions specifically include applicants under the Home Child Care Provider Pilot and Home Support Worker Pilot as a category that may qualify for a BOWP.

However, this does not mean that every person who applied under the old caregiver pilot automatically qualifies.

For example, IRCC currently requires an applicant under these pilots to meet requirements including:

* being in Canada and intending to live outside Quebec;

* having received approval in principle for permanent residence;

* proving 6 months of qualifying work experience; and

* meeting the applicable requirements concerning temporary resident status and work authorization. (Canada)

Therefore, the correct way to describe the rule is:

An applicant under the 2019–2024 Home Support Worker Pilot or Home Child Care Provider Pilot may be eligible for a BOWP if the applicable IRCC requirements are satisfied.

It should not be described as automatic eligibility.

2. The 2025 Home Care Worker Immigration Pilots

The caregiver system changed with the introduction of the Home Care Worker Immigration Pilots (HCWIPs) in 2025.

These include:

* Home Care Worker Immigration Pilot – Home Support

* Home Care Worker Immigration Pilot – Child Care

These are different programs from the former 2019–2024 pilots.

And this difference matters when looking at BOWP eligibility.

Does a 2025 Home Care Worker Immigration Pilot application make someone eligible for a BOWP?

No.

IRCC’s current instructions expressly state that applicants under the Home Care Worker Immigration Pilots are not eligible for a Bridging Open Work Permit based on these pilots. (Canada)

IRCC also states on the Home Care Worker Immigration Pilot page:

“These pilots don’t make you eligible for a bridging open work permit.”

IRCC further explains that if a person is already working for the employer who provided the job offer, they need another way to maintain temporary status and renew their work permit. (Canada)

3. Why This Difference Is Important

The names of these programs can be confusing.

A person may simply say:

“I applied under the caregiver program.”

But that information alone is not enough to determine BOWP eligibility.

You need to determine which caregiver program the person actually applied under.

Simple comparison

Home Support Worker Pilot (2019–2024): BOWP may be available if the applicant meets the applicable IRCC requirements.

Home Child Care Provider Pilot (2019–2024): BOWP may be available if the applicant meets the applicable IRCC requirements.

Home Care Worker Immigration Pilot – Home Support (2025): No BOWP based on this pilot.

Home Care Worker Immigration Pilot – Child Care (2025): No BOWP based on this pilot.

Bottom line: The older 2019–2024 caregiver pilots may provide a basis for a BOWP, subject to the applicable requirements. The 2025 Home Care Worker Immigration Pilots do not provide BOWP eligibility based on the pilot alone.

4. Does “No BOWP” Mean the Worker Has No Work Permit Options?

Not necessarily.

This is an important distinction.

Saying that a person is not eligible for a BOWP under the 2025 Home Care Worker Immigration Pilot does not mean that the person can never obtain another work permit.

Depending on the person’s circumstances, there may be another immigration program, public policy, or work permit category that could provide authorization to work.

For example, IRCC has published specific work-permit measures for certain applicants under the new caregiver pilots, including measures concerning restoration or extension of status in particular circumstances. (Canada)

Therefore, the correct question is not simply:

“Can I get a BOWP?”

It should be:

“What is my current immigration status, which caregiver pilot did I apply under, and what work-permit options are available to me?”

5. A Common Mistake

One of the most common mistakes is assuming:

PR application submitted = BOWP available.

That is not necessarily true.

BOWP eligibility depends on the specific permanent residence program and the requirements attached to that program.

This is particularly important for caregivers because the rules changed between the older and newer caregiver pilots.

6. What Should You Check Before Applying?

Before submitting a BOWP application, carefully review:

Step 1 — Identify the exact PR program

Check the name of the program under which the PR application was submitted.

Do not rely only on the general term “caregiver.”

Step 2 — Check when the application was submitted

The former HCCP/HSW pilots closed to new applications on June 17, 2024. Applications received by that date continue to be processed. (Canada)

The newer Home Care Worker Immigration Pilots began in 2025 and are separate programs. IRCC has since paused their intake and is continuing to process applications already received. (Canada)

Step 3 — Determine whether the BOWP requirements are satisfied

For the older caregiver pilots, IRCC’s current BOWP instructions include requirements such as approval in principle and qualifying work experience. (Canada)

Step 4 — If the new pilot was used, investigate alternative work-permit options

Do not submit a BOWP application simply because the person has a caregiver PR application in process.

If you applied under the 2019–2024 Home Support Worker Pilot or Home Child Care Provider Pilot:

You may be eligible for a BOWP, but you must satisfy the specific IRCC requirements.

If you applied under the 2025 Home Care Worker Immigration Pilots:

The pilot itself does not make you eligible for a BOWP. You should examine other available work-permit options based on your individual circumstances.
