PGWP Refusals for Portage College Graduates: What Happened, What the Law Says, and What Comes Next
Updated: Aug 4

⚠️ This is a developing situation. This article is based on publicly available information available as of the date above. As additional guidance, policy updates, or court decisions become available, this article will be updated accordingly. Last Updated: July 2026
Introduction
Canada’s Post-Graduation Work Permit (PGWP) program has long been one of the biggest attractions for international students. For many graduates, obtaining a PGWP is the first step toward gaining valuable Canadian work experience and, eventually, permanent residence.
Over the past few weeks, however, hundreds of graduates from certain Portage College continuing education programs delivered through partner institutions have reportedly received unexpected PGWP refusals.
For many students, the refusal came as a complete surprise. They completed their studies, invested significant time and money into their education, and expected to transition into Canada’s workforce. Instead, many refusal letters stated that their completed program was considered a non-credit program, making them ineligible for a Post-Graduation Work Permit under IRCC’s current interpretation of the eligibility requirements.
The situation has generated widespread concern among international students, immigration professionals, educational institutions, and community organizations.
This article explains what is currently known, what remains uncertain, and what affected students should consider moving forward.
Executive Summary
If you’ve recently heard about the Portage College PGWP refusals, here are the key points:
• Hundreds of graduates from certain continuing education programs have reportedly received PGWP refusals.
• According to the refusal letters, IRCC determined that the completed programs were non-credit programs and therefore not eligible for a PGWP.
• IRCC has stated that the eligibility requirements have not changed, and that the recent website update merely clarified an existing requirement.
• Portage College has stated that it cannot overturn IRCC decisions and has advised affected graduates to seek professional legal or immigration advice.
• Every refusal is unique. The options available depend on the individual facts of each case and any applicable legal deadlines.
Timeline of Events
Before Graduation
Many international students enrolled in continuing education programs associated with Portage College through partner institutions with the expectation of becoming eligible for a Post-Graduation Work Permit after successfully completing their studies.
June 2026
IRCC updated portions of its website relating to PGWP eligibility and clarified that non-credit programs are not eligible for a Post-Graduation Work Permit.
IRCC has stated that this was a clarification of existing policy rather than a new rule.
July 2026
Many graduates began receiving refusal letters indicating that their completed programs were considered non-credit programs and therefore did not qualify for a PGWP.
The issue quickly gained national attention, with students expressing concern about the impact on their immigration plans and future in Canada.
Portage College subsequently issued public updates acknowledging the concerns while emphasizing that PGWP eligibility decisions are made solely by IRCC.
What Happened?
According to publicly available information and statements shared by affected graduates, many individuals who completed certain continuing education programs connected with Portage College have recently received Post-Graduation Work Permit refusals.
The refusal letters generally indicate that the completed program was considered a non-credit program, making it ineligible for a PGWP.
As a result, many graduates who expected to enter the Canadian workforce after graduation now face uncertainty regarding their immigration status and future options.
The situation has prompted discussions among students, educational institutions, immigration professionals, and legal representatives across Canada.
What Is a “Non-Credit Program”?
One of the most common questions arising from these refusals is:
What exactly is a non-credit program?
Generally speaking, educational programs fall into two broad categories:
Credit Programs
Credit programs award academic credits that count toward a recognized certificate, diploma, or degree offered by an educational institution.
These credits usually form part of an academic credential recognized by the institution.
Non-Credit Programs
Non-credit programs are generally designed for continuing education, professional development, workforce training, or skills enhancement.
Although students may successfully complete these programs and receive a certificate of completion, the program itself does not necessarily award academic credit in the same manner as a traditional diploma or degree program.
It is important to understand that not every program offered by a Designated Learning Institution (DLI) automatically qualifies for a Post-Graduation Work Permit.
PGWP eligibility depends on several factors, including whether the specific program meets IRCC’s eligibility requirements.
The recent Portage College refusals have brought renewed attention to this distinction because many affected graduates believed their programs qualified for a PGWP, while IRCC determined that the completed programs were non-credit and therefore ineligible.
Whether that interpretation will be challenged successfully in individual cases remains to be seen.
Key Takeaway
A Designated Learning Institution (DLI) is not the same as a PGWP-eligible program.
Just because a college is authorized to host international students does not automatically mean that every program offered by that institution qualifies for a Post-Graduation Work Permit.
Students should always verify the eligibility of their specific program, not just the institution.
Understanding the Partner Institution Arrangement
Another aspect of this issue that has caused confusion is the way some programs were delivered.
Portage College, a public post-secondary institution in Alberta, has offered certain continuing education programs through partner institutions.
This delivery model has led some students to question whether studying through a partner institution affected their PGWP eligibility.
It is important to distinguish this arrangement from the public-private curriculum licensing partnerships that IRCC addressed in 2024.
Beginning in 2024, IRCC introduced changes affecting certain public-private curriculum licensing arrangements. Under those changes, eligibility for a PGWP depends on the applicable rules and the date students began their studies.
The current Portage College refusals, however, have largely been explained by IRCC on the basis that the completed programs were non-credit programs, rather than solely because they were delivered through a partner institution.
That distinction is important because these are separate issues.
Whether the method of program delivery, the information provided to students, or other circumstances become relevant in future legal proceedings remains to be determined.
Three Terms That Students Often Confuse
Designated Learning Institution (DLI)
A DLI is simply a school that has permission from the provincial or territorial government to accept international students.
PGWP-Eligible Program
Not every program at a DLI qualifies for a Post-Graduation Work Permit (PGWP). A PGWP-eligible program is one that meets IRCC’s specific requirements.
Public-Private (Partner) Arrangement
This describes how a program is delivered. It does not automatically decide whether you are eligible for a PGWP. The important question is whether your specific program meets IRCC’s PGWP rules.
Remember:
A school can be a DLI, but that doesn’t mean every program at that school qualifies for a PGWP. Always check your program’s eligibility, not just the name of the institution.
What Has IRCC Said?
IRCC has publicly stated that the eligibility requirements for the Post-Graduation Work Permit have not changed.
According to the department, the June 2026 website update clarified an existing requirement rather than introducing a new policy.
From IRCC’s perspective, non-credit programs have not been eligible for a PGWP, and the website update was intended to make that position clearer.
At the time of writing, IRCC has not announced any public policy or special exemption specifically addressing these refusals.
What Has Portage College Said?
Portage College has acknowledged the concerns raised by affected graduates.
The College has stated that:
• IRCC alone determines PGWP eligibility.
• The College cannot overturn or change an IRCC decision.
• It is no longer issuing support letters relating to PGWP refusals following legal advice.
• Students should retain all relevant documentation and seek advice from an authorized RCIC or immigration lawyer, as important legal timelines may apply.
The College has also confirmed that it continues to communicate with government officials regarding this matter.
Why Are Students Concerned?
Many affected graduates say they enrolled in their programs believing they would become eligible for a Post-Graduation Work Permit upon graduation.
Some students believe the current interpretation of the eligibility requirements differs from what they understood when selecting their programs.
These concerns have led to advocacy efforts, public discussion, and reports that some graduates are exploring legal remedies.
At this stage, however, there has been no Federal Court decision specifically determining the legality of these Portage College PGWP refusals. That means the legal questions surrounding these cases remain unresolved.
Can These Refusals Be Challenged?
Every immigration refusal is different.
Whether a refusal can be challenged depends on the facts of each individual case, the evidence available, and the applicable legal timelines.
Depending on the circumstances, affected individuals may wish to discuss options such as:
• Requesting reconsideration from IRCC;
• Seeking judicial review before the Federal Court of Canada;
• Restoration of status (where applicable); or
• Exploring alternative immigration pathways.
It is important to remember that not every refusal will have the same solution, and no professional can guarantee a particular outcome.
For that reason, obtaining timely advice from an authorized RCIC or immigration lawyer is essential.
What Should Affected Students Do Now?
Receiving a PGWP refusal can be overwhelming, particularly after investing significant time, effort, and financial resources into your education in Canada. While the uncertainty can be stressful, the most important step is to remain calm and make informed decisions.
If you have received a refusal, consider the following:
1. Carefully Review Your Refusal Letter
The refusal letter explains why IRCC determined that your application did not meet the eligibility requirements. Understanding the exact reason for refusal is essential before deciding on your next steps.
2. Preserve All Relevant Documents
Keep copies of all documents relating to your studies and immigration application. These records may become important if you seek reconsideration, judicial review, or professional legal advice.
3. Do Not Rush Into Filing Another Application
Submitting another application without understanding the reason for the refusal may not resolve the underlying issue. In some situations, it may simply result in another refusal.
4. Seek Professional Advice Promptly
Some legal and immigration remedies are subject to strict timelines. Obtaining advice from an authorized RCIC or immigration lawyer as early as possible can help you understand the options that may be available based on your individual circumstances.
Documents You Should Preserve
If your PGWP has been refused, keep copies of the following documents:
✔️ PGWP refusal letter
✔️ Letter of Acceptance (LOA)
✔️ Study Permit(s)
✔️ Official transcripts
✔️ Completion letter
✔️ Tuition receipts (if available)
✔️ Enrollment records
✔️ Course outlines or program information (if available)
✔️ Correspondence with your institution
✔️ Correspondence with IRCC
✔️ Any screenshots or promotional materials that influenced your decision to enroll (where applicable)
Keeping these documents organized may assist your representative in reviewing your case.
Five Mistakes to Avoid After a PGWP Refusal
1. Panicking
A refusal is disappointing, but making rushed decisions can create additional complications.
2. Filing Another Application Without Understanding the Refusal
A second application does not automatically resolve the reason for the first refusal. Understanding why IRCC refused the application should be the first priority.
3. Missing Important Deadlines
Some immigration and legal remedies have strict timelines. Delaying action could affect the options available to you.
4. Relying Solely on Social Media Advice
Every immigration case is different. Advice that worked for another student may not be appropriate for your circumstances.
Always verify information with official sources or an authorized immigration professional.
5. Failing to Seek Professional Advice
A professional assessment can help you understand your options before making important immigration decisions.
Frequently Asked Questions
Does this affect every Portage College graduate?
No. The reported refusals relate to certain continuing education programs. Not every Portage College graduate or every academic program is affected.
Has IRCC changed the PGWP rules?
IRCC has publicly stated that the eligibility requirements have not changed and that the website update was intended to clarify an existing requirement.
Does studying at a Designated Learning Institution automatically guarantee a PGWP?
No. Being enrolled at a Designated Learning Institution (DLI) does not automatically make every program eligible for a Post-Graduation Work Permit.
Students should verify that their specific program meets PGWP eligibility requirements.
Should I submit another PGWP application immediately?
Not necessarily. Before making another application, it is important to understand why the original application was refused and whether another application would address that issue.
Can Judicial Review guarantee approval?
No. Judicial Review is not a new immigration application.
It is a legal process through which the Federal Court reviews whether an immigration decision was lawful, reasonable, and procedurally fair. Each case depends on its own facts, and no outcome can be guaranteed.
Final Thoughts
The recent PGWP refusals affecting graduates from certain Portage College continuing education programs have created significant uncertainty for many international students.
As this situation continues to develop, it is important to distinguish confirmed facts from speculation.
IRCC maintains that the eligibility requirements have not changed, while many affected graduates believe they enrolled in programs they understood would qualify for a PGWP.
Whether future legal challenges will provide additional clarity remains to be seen.
For now, every refusal should be assessed individually, with careful consideration of the refusal reasons, the applicant’s circumstances, and any available legal or immigration options.
Most importantly, students should avoid making important decisions based solely on social media discussions or hearsay. Obtaining accurate, individualized advice is often the best way to understand the options available.
This remains a developing issue, and we will continue to monitor official updates and provide additional information as it becomes available.

(What Happened?)
“Non-Credit Program”
1. Credit Programs
2. Non-Credit Programs
Non-Credit Programs
• Continuing Education
• Professional Development
• Skills Training
• Workforce Training
(Key Takeaway)
Partner Institution Arrangement
1. Designated Learning Institution (DLI)
2. PGWP Eligible Program
3. Partner Institution / Public-Private Arrangement
Portage College
Portage College
Portage College
• Refusal
• Restoration of Status (ਜੇ ਲਾਗੂ ਹੁੰਦੀ ਹੋਵੇ)
PGWP Refusal
✔️ PGWP Refusal Letter
✔️ Letter of Acceptance (LOA)
✔️ Study Permit
✔️ Official Transcripts
✔️ Completion Letter
✔️ Tuition Fee Receipts (ਜੇ ਉਪਲਬਧ ਹੋਣ)
✔️ Enrollment Records
Correspondence
✔️ IRCC ਨਾਲ ਹੋਈ Correspondence
PGWP Refusal
PGWP Refusal
(Frequently Asked Questions)
(Final Thoughts)
